La ausencia de presupuesto en la DEMUNA - municipalidad provincial de Bongará y las funciones del equipo multidisciplinario ante violencia familiar

Abstract

Esta investigación se ocupa de las funciones del equipo multidisciplinario en la DEMUNA en la municipalidad de Bongará, que existe necesidad del enfoque multidisciplinario para cumplir con las garantías sociales vinculadas con los derechos de los menores de edad, considerando la situación de riesgo y vulnerabilidad que atañe a los menores. Se advierte falta de cohesión institucional para fortalecer las actividades; luego las funciones del equipo multidisciplinario en la DEMUNA en la Municiplidad de Bongará, entre los años 2019 al 2024, muestra actividad deficiente por falta de presupuesto directo, Se verifica que el presupuesto en la municipalidad de Bongará respecto a la dependencia de la DEMUNA, orientado a satisfacer necesidades colectivas y reducir brechas sociales, con planificación multianual y evaluación. El Sistema Nacional de Atención Integral al Niño y Adolescente, junto con la DEMUNA, dependen del Planeamiento Estratégico Institucional (PEI) y el Plan Operativo Institucional (POI) priorizan políticas públicas y asignan recursos, complementados por el Presupuesto por Resultados (PpR), así como el Programa Presupuestal N° 0117 protege a niños y adolescentes en situación de riesgo, asegurando la restitución de sus derechos y fortaleciendo su autoprotección.

This research deals with the functions of the multidisciplinary team at DEMUNA in the municipality of Bongará, which requires a multidisciplinary approach to comply with social guarantees related to the rights of minors, considering the situation of risk and vulnerability that affects minors. There is a lack of institutional cohesion to strengthen activities; then the functions of the multidisciplinary team at DEMUNA in the Municipality of Bongará, between the years 2019 to 2024, show deficient activity due to lack of direct budget. It is verified that the budget in the municipality of Bongará regarding the dependency of DEMUNA, aimed at meeting collective needs and reducing social gaps, with multiannual planning and evaluation. The National System for Comprehensive Care of Children and Adolescents, together with DEMUNA, depend on the Institutional Strategic Planning (PEI) and the Institutional Operational Plan (POI), prioritize public policies and allocate resources, complemented by the Budget by Results (PpR), as well as the Budget Program No. 0117, which protects children and adolescents at risk, ensuring the restoration of their rights and strengthening their self-protection.
