Ejecución de Proyectos de Inversión y Programación Multianual de Inversiones de la Municipalidad Provincial de Chiclayo, 2023

Abstract

La presente investigación tuvo como objetivo principal el analizar la relación entre la ejecución de proyectos de inversión y la Programación Multianual de Inversiones en la Municipalidad Provincial de Chiclayo durante el año 2023, para tal fin se recurrió a la aplicación de una metodología básica de diseño no experimental, a nivel correlacional, bajo el enfoque cuantitativo y de tipo transversal. Mediante la aplicación de una encuesta, diseñada para el análisis individual y conjunto de ambas variables, aplicada a 47 trabajadores pertenecientes a oficinas involucradas en la planificación de inversiones y su ejecución; se logró determinar la relación positiva de magnitud media al haberse obtenido un coeficiente de Pearson equivalente a 0.580, denotando así que la PMI es un punto de referencia para la ejecución de inversiones, sin embargo, existen factores como las inversiones no previstas y otros políticos que determinan la ejecución física-financiera de las inversiones de la entidad. Asimismo, se identificó que dentro de las dimensiones de la PMI: Diagnóstico de brechas, priorización de inversiones y cartera de inversiones; la ejecución no guarda relación con la tercera dimensión, generando distorsiones en la planificación de inversiones, debido a que es un instrumento final en el proceso de programación. De modo que se logró determinar la relación entre las variables y sus dimensiones, mediante fuentes de primarias, mediante la encuesta; y secundarias, al recurrir a la información disponible en cuanto a montos programados y niveles de ejecución.

The main objective of this research was to analyze the relationship between the execution of investment projects and the Multiannual Investment Programming in the Provincial Municipality of Chiclayo during the year 2023, for this purpose the application of a basic methodology of non-experimental design was used, at a correlational level, under the quantitative and cross-sectional approach. Through the application of a survey, designed for the individual and joint analysis of both variables, applied to 47 workers belonging to offices involved in investment planning and execution; it was possible to determine the positive relationship of average magnitude by having obtained a Pearson coefficient equivalent to 0.580, thus denoting that the PMI is a reference point for the execution of investments, however, there are factors such as unforeseen investments and other political factors that determine the physical-financial execution of the entity's investments. Likewise, it was identified that within the dimensions of the PMI: Diagnosis of gaps, prioritization of investments and investment portfolio; Execution is not related to the third dimension, generating distortions in investment planning, because it is a final instrument in the programming process. Thus, it was possible to determine the relationship between the variables and their dimensions, through primary sources, through the survey; and secondary, by resorting to the available information in terms of programmed amounts and levels of execution.
