Estrategias de participación popular para mejorar la práctica de concertación ciudadana en el distrito de Cajatambo, Lima- 2017

Abstract

La presente investigación tiene como propósito diseñar Estrategias de Participación Popular para mejorar la práctica de concertación ciudadana en el Distrito de Cajatambo, Lima - 2017. La investigación se abordó de acuerdo a la línea de investigación descriptivo - propositiva. La población con la que se trabajó está representada por 40 líderes del Distrito de Cajatambo. Se aplicó entrevistas, encuestas y testimonios. Las técnicas estadísticas de análisis de datos fue el programa estadístico SPSS. Los resultados de la investigación demuestran que existe escasa práctica de participación y concertación ciudadana en el Distrito de Cajatambo – Región Lima, la misma que se expresa en: Escasa voluntad política de las autoridades para fortalecer los mecanismos de participación y concertación, limitado diálogo, nivel de confianza y relaciones sociales entre los líderes locales y autoridades municipales; liderazgos caudillistas cuyos fines han sido siempre particulares y no por el bien colectivo; escasa conciencia de sus derechos y obligaciones políticas y ciudadanas; no hay formación cívica e ideológica de la mayoría de líderes y autoridades municipales; exigua asistencia e involucramiento de los líderes locales en los procesos de concertación ciudadana. Se concluye como logros de la investigación, la justificación del problema y la elaboración teórica de la propuesta.

The purpose of this research is to design Popular Participation Strategies to improve the practice of citizen agreement in the District of Cajatambo, Lima - 2017. The research was approached according to the descriptive - proactive line of research. The population with which we worked is represented by 40 leaders from the District of Cajatambo. Interviews, surveys and testimonials were applied. The statistical techniques for data analysis were the statistical program SPSS. The results of the investigation show that there is little practice of citizen participation and agreement in the District of Cajatambo - Lima Region, which is expressed in: Little political will of the authorities to strengthen the mechanisms of participation and agreement, limited dialogue, level trust and social relationships between local leaders and municipal authorities; caudillista leaderships whose goals have always been private and not for the collective good; little awareness of their political and civic rights and obligations; there is no civic and ideological formation of the majority of municipal leaders and authorities; meager assistance and involvement of local leaders in citizen consultation processes. It is concluded as research achievements, the justification of the problem and the theoretical elaboration of the proposal.
