El presente estudio tuvo como objetivo analizar la relación entre la programación
multianual y la ejecución de inversiones en la Municipalidad Distrital de José Leonardo
Ortiz en el año 2025, considerando la planificación, presupuesto y seguimiento de proyectos
de infraestructura. La investigación fue de tipo básico, con enfoque cuantitativo, diseño no
experimental y nivel descriptivo-correlacional, utilizando un cuestionario estructurado tipo
Likert aplicado a una muestra censal de 63 servidores públicas relacionado al tema de
inversiones, excluyendo locadores y personal repuesto judicial. Los datos fueron procesados
mediante SPSS, aplicando análisis descriptivos, correlación de Spearman y confiabilidad del
instrumento con Alfa de Cronbach. Los resultados evidenciaron que la programación
multianual presenta un nivel medio (38.1%) con debilidades críticas en presupuesto (60.3%
nivel bajo), mientras que la ejecución de inversiones mostró predominio de nivel bajo (46%)
y variaciones presupuestales entre 2023 y 2025, reflejando gestión parcial y desarticulación
entre planificación y recursos. Además, se identificó una relación positiva baja y
significativa entre ejecución y las dimensiones de inicio (ρ=0.299) y presupuesto (ρ=0.276),
indicando que la programación influye parcialmente en los resultados de inversión. En
conclusión, existe una relación positiva, aunque baja, y estadísticamente significativa entre
la programación multianual y la ejecución de inversiones (ρ = 0.216; p = 0.009; N = 63), lo
que indica que la planificación influye parcialmente en los resultados de inversión. The objective of this study was to analyze the relationship between multiyear
planning and the implementation of investments in the District Municipality of José
Leonardo Ortiz in 2025, taking into account the planning, budgeting, and monitoring of
infrastructure projects. The research was basic in nature, with a quantitative approach, a non-
experimental design, and a descriptive-correlational level, using a structured Likert-type
questionnaire administered to a census sample of 63 public servants involved in investment
matters, excluding contractors and judicially appointed staff. The data were processed using
SPSS, applying descriptive analyses, Spearman’s correlation, and Cronbach’s alpha to
assess the reliability of the instrument. The results showed that multi-year programming has
a moderate level (38.1%) with critical weaknesses in budgeting (60.3% low level), while
investment execution showed a predominance of low levels (46%) and budgetary variations
between 2023 and 2025, reflecting partial management and a disconnect between planning
and resources. Furthermore, a low but significant positive relationship was identified
between execution and the dimensions of initiation (ρ = 0.299) and budget (ρ = 0.276),
indicating that programming partially influences investment outcomes. In conclusion, there
is a positive, albeit weak, and statistically significant relationship between multi-year
planning and investment execution (ρ = 0.216; p = 0.009; N = 63), indicating that planning
partially influences investment outcomes.
