Modelo de plan estratégico para mejorar la gestión institucional de los Institutos y Escuelas de Educación Superior de la región Arequipa 2017

Abstract

El presente trabajo de investigación es de carácter crítico, descriptivo y propositivo, se realizó, al observar en los directivos, docentes y administrativos deficiente manejo de la gestión institucional, lo cual se evidencia en: la ausencia de un sistema eficiente de planeamiento estratégico a través de los documentos de gestión institucional, inadecuado sistema de articulación con el sistema presupuestario, burocracia en los trámites administrativos y desajuste entre la demanda laboral y la oferta educativa de las instituciones de educación superior. El objetivo general es: Diseñar y proponer un Modelo de Plan Estratégico para mejorar la gestión institucional de los Institutos y Escuelas de Educación Superior de la Región Arequipa. La hipótesis formulada es: “Si se diseña y propone un proceso de planeamiento estratégico basada en la Teoría de Sistemas, la Teoría de Administración y la teoría del comportamiento humano, entonces, es posible mejorar la gestión institucional de los Institutos y Escuelas de Educación Superior de la Región Arequipa.”; de la cual se desprenden las variables: Independiente el Planeamiento estratégico y la Dependiente la Gestión Institucional de los Institutos y Escuelas de Educación Superior. Teniendo en cuenta los resultados de la aplicación de los instrumentos de investigación y del plan estratégico propuesto, se presenta los resultados comparativos entre los documentos de gestión, ya que la investigación es de tipo crítico propositivo, donde los instrumentos denotan las falencias en su elaboración y planificación. La lógica de la investigación aplicada por la investigadora, para la solución de la problemática encontrada en los institutos y escuelas de educación superior de Arequipa, es que permitió la utilización

de diversos métodos teóricos y prácticos, tales como el histórico-lógico, hipotético- deductivo, de la modelación para la elaboración del informe. La contribución de la

investigadora, al sistema de planeación, está dado en la propuesta de planeamiento estratégico que mejorará la gestión institucional.

The present research work is of a critical, descriptive and propositive nature, it was realized, when observing in managers, teachers and administrative deficient management of institutional management, which is evidenced in: the absence of an efficient system of strategic planning through of the documents of institutional management, inadequate system of articulation with the budgetary system, bureaucracy in the administrative procedures and mismatch between the labor demand and the educational offer of higher education institutions. The author raises the general objective of: Design and propose a Strategic Plan to improve the institutional management of the Institutes and Schools of Higher Education of the Arequipa Region. The hypothesis formulated is: “If a strategic planning process is designed and proposed based on the Theory of Systems, the Theory of Administration and the theory of human behavior, then, it is possible to improve the institutional management of the Institutes and Schools of Education Superior of the Arequipa Region. “; from which the variables emerge: Independent Strategic Planning and the Dependent Institutional Management of Institutes and higher education schools. Taking into account the results of the application of the research instruments and the proposed Strategic Plan, the comparative results between the management documents are presented, since the research is of a critical proactive type, where the instruments denote the shortcomings in its preparation and planning. The logic of the research applied by the researcher, for the solution of the problems found in the institutes and schools of higher education of Arequipa, is that it allowed the use

of diverse theoretical and practical methods, such as the historical-logical, hypothetical- deductive, of the modeling for the preparation of the report. The contribution of the

researcher, to the planning system, is given in the strategic planning proposal that will improve the institutional management.
